Randy Heiser, MA


Randy Heiser has been a hospital consultant since 1983 and has specialized in perioperative consulting since 1992. He has directed more than 500 surgery department operational improvement studies (and participated in an additional 35) in programs ranging from small community hospitals and freestanding surgery centers to some of the largest university hospitals in the US. He was instrumental in the design, development and implementation of the Surgery Benchmark Program that has been used by more than 280 hospitals. He has also participated in the design of several proprietary surgery scheduling information systems currently available in North America.  

Randy holds a Bachelor of Arts degree in political applied economics from the University of Michigan in Ann Arbor, MI. He is a member of the American Association of Clinical Directors (AACD) and the American College of Healthcare Executives (ACHE).

Gerry Biala, RN, MS, CNOR, CSSM

Senior Vice President

Gerry has extensive experience managing the operations of surgical/anesthesia services in diverse hospital and ambulatory surgery environments, with an additional expertise in sterile processing and supply management. He has expertise in optimizing the performance of all elements of surgical services and is highly skilled in facilitating and consolidating multiple departments and physician objectives into a unified plan to achieve desired results. 


Gerry holds a Bachelor of Science degree in nursing from DePaul University in Chicago, IL, and a Master of Science in nursing degree from Rush University in Chicago, IL. He is a member of the Association of periOperative Registered Nurses (AORN), was a faculty member at Rush University for several years, and recently co-authored The Healthcare Executive’s Guide to Navigating the Surgical Suite, a book directed at perioperative services healthcare leaders.

Bill Bailey, BBA

Vice President, Senior Supply Chain and Sterile Processing Consultant

Bill leads the surgery supply chain consulting service line at Sullivan, specializing in surgery materials management, sterile processing and surgery scheduling. He has more than 30 years of perioperative experience in both clinical and managerial positions. This includes more than 26 years working with more than 800 client hospitals in the healthcare consulting field. 

Bill received a bachelor of business administration degree from Walsh College in Troy, MI. He is a member of the Association of periOperative Registered Nurses (AORN) and the International Association of Healthcare Central Service Material Management (IAHCSMM), and he holds Lean Healthcare certification from the University of Michigan.

Anne Roy, RN, JD

Vice President, Senior Surgery Management Consultant

Anne Roy has served as a leader in surgical services and ambulatory care settings for more than 30 years, has been a senior surgical consultant for 13 years and has 17 years of experience in surgical services operational management. Her extensive experience includes redesigning organizational structures, identifying cost-saving opportunities, obtaining labor agreements and effective financial management of the perioperative department. She is equally adept at design and management of operationally marketable OR programs, effective communication, motivation of others to achieve corporate organizational objectives, mentoring of new managers and obtaining labor agreements that have been acceptable to both hospital and unionized staff.

Anne received her Juris doctor degree with concentration in health care law at Massachusetts School of Law in Andover, MA; her Bachelor of Science degree in management at Lesley College in Cambridge, MA; her Associates Degree in Nursing from Mount Wachusett Community College in Gardner, MA; and her LPN from Burbank Hospital School of Practical Nursing in Fitchburg, MA. She also has earned the Certified Administrator Surgery Center (CASC) credential.

Karen Cooley, BS

Director of Sales and Recruiting

Karen Cooley has more than 25 years of experience in the healthcare consulting industry. Her many responsibilities include developing proposals and RFPs, and closing sales contracts. She works closely with clients throughout the sales process through project start-up. As liaison to the SHC marketing team, she provides input on new marketing materials and is accountable for the marketing budget. Additionally, Karen is responsible for recruiting and onboarding SHC subcontractors.
