As a healthcare consultant, he has applied his experience to hospital and ambulatory operational redesign and reengineering, quality improvement, and operational analysis in numerous clinical departments for over 35 years.

Heiser received his BA in Economics and Political Science in 1982 from the University of Michigan, Ann Arbor. He then returned to the University of Michigan to earn an MA in Applied Economics in 1984.
